I need to refer that to Roseanne... I see buster builds for Debian 10 in OBS
at least.

Hello Dick,
Did you follow the instructions on
https://wiki.winehq.org/Ubuntu to install the package? If not, please do so.
I have no idea why the package is marked as "defect" in Synaptic, or what that even means. We did have some problems with the CDN mirrors not updating correctly, but AFAIK that has been fixed.
If you are still unable to install after following the wiki instructions please ask for help, and post the output from apt, on
https://forum.winehq.org/.
