Je zat bijna goed
probeer eens sudo dpkg --force --configure -a

of in een keer: sudo dpkg --clear-avail && sudo apt-get update

Wat is dat avail voor iets ?
Dat bestand(?) zorgt wel eens vaker voor problemen, merk ik.
Kan hij niet geheel van het systeem af ?

Jip maar ik heb lang genoeg gewacht dus heb ff nieuwe installatie gedaan. ( okay zo weet ik nog steeds niet hoe ik kan oplossen als het weer gebeurt )

ja ok, maar ge weet ook niet wat het veroorzaakt heeft. het zal wel een reden hebben, zo dingen gaan meestal niet vanzelf kapot.
